In the past that was an extremely annoying process that lots of people failed to do(especially when they didn't expect to get much), so a bunch of businesses cropped up who would do it for you and they'd take a cut. In the past we did have to manually apply for our own tax refunds. What do you even have to do when you are "doing your taxes" anyway? Maybe if it's something like an only fans you have to be a bit more proactive in declaring income and it might be annoying since it's not obviously a consistent amount. They also set their own arbitrary income limits on Free Filing while implying they are set by the IRS.
Most of the Free File services are provided by the same companies that do payed paid filing - they are required by law to offer them, but go to extended lengths to make them hard to find (like hiding them from google searches and directing people away when navigating the site).
